A special alloy steel billet was produced utilizing a procedure involving melting ovens, rolling equipment, and forming processes. The mill was closed in February 2001 and purchased by the Riverport in April 2005. The site is located on the east side of Owensboro next to the Owensboro Municipal Utilities plant facility. A complete site and facility review, including but not limited too, hydrographic, geotechnical, site area, utilities, rail, building structural, crane, and electrical systems has been conducted by Luckett & Farley of Louisville, KY. This firm is firmly established and quite reputable. They offer services for architectural, engineering, and construction management. A conceptual Master Plan for possible proposed Riverport operations and activities has been completed. A preliminary survey of Order of Magnitude, Opinion of Probable Cost for major repairs and development has been provided. Costs are strictly conceptual for major anticipated repairs, modifications, maintenance, and potential future development of the site that could be anticipated by the Riverport. RailServed by CSX railroad. Approximately 10,750 linear feet of rail spur on site. Existing rail spurs need repair and maintenance procedures. Various options for complete, moderate, or minimum repair that will raise and level track, replace broken cross ties, and replace broken bolts have been detailed and repair option will be dependent upon anticipated use of rail system. Ten (10) switches on site need to be repaired or replaced. Rail crossing across U.S. Highway 60 is tentatively scheduled for improve-ments no later than spring 2006 DockA proposed dock area will be constructed in order to properly utilize the water frontage/access on the northern boundary of the property. As of current plans, the dock will be constructed with sheet piling and mooring dolphins. Dock construction may be constructed in phases. UtilitiesWaterDomestic water supplied by East Daviess County Water via at least 1” water lines. Additional flow and pressure tests are to be conducted to determine the extent of any potential repairs. Process water supplied by seven (7) water wells located on the property. Waste WaterWaste water treatment options have been identified and will pursued dependent upon tenant requirements. The site was formerly served by a package treatment plant on the premises. Capacity is between 15,000-30,000 gallons per day with good effluent discharge into the Ohio River. Additional observation and testing of lift stations and gravity sewer lines will be needed. Discussions with Regional Water Resource Agency (RWRA) have occurred and large industrial clients can be served to meet nearly all requirements/needs. Natural GasGas service is currently supplied by Atmos Energy at two (2) locations from a 4” main running parallel to and on the north side of U.S. Highway 60. Additional line pressure testing will be required to determine if existing lines are usable. ElectricityElectrical service is currently supplied by Kentucky Utilities (KU). A substation is located adjacent to the property. Formerly, the site’s electrical service was handled by a contract which will need to be renegotiated since new usage at the site will require significantly less load than before. Some damage to the system has occurred during salvage operations but portions of the system remain operational. RoadwaysRoadway conditions are primarily asphalt and gravel. Two (2) access points from U.S. Highway 60 and Ellis Smeathers Road are utilized to enter the facility. Road improvements are to be scheduled for Ellis Smeathers Road in order to maximize the fullest potential and insure good traffic flow. At the current time, a large portion of the site is being cleared of vegetation and improvements made to drainage flow. FencingPerimeter fencing needs to be repaired and replaced. In areas, fallen trees and vegetation have damaged the fence. The entire facility is fenced and cost estimates and schedules for improvements are currently being reviewed and evaluated. |
